The readiness board

  • With mine rescue switched on, one board per mine site in four lanes: rescue, equipment, escape and medical, each Ready, Restricted or Not ready with its reasons in plain words
  • The rescue minimum worked out from the site’s rule pack and headcounts, for example the greater of 5 or 5% of coal mine workers in Queensland, or two teams of six where 40 or more work underground in New Zealand
  • Rule packs for Queensland, New South Wales, Western Australia, Victoria, SA, Tasmania and the NT, New Zealand and Papua New Guinea, each value with its source and those to confirm marked
  • Each change opens a readiness event with its cause, acknowledged by an officer with a note; alerts in the dashboard escalate after 15 and 60 minutes
  • Worked out every two minutes, and straight away when the roster, a team or a place changes

Teams and people

  • Underground, surface, first response, inertisation and medical teams, with positions such as captain, vice-captain, fresh air base controller, BA technician and site paramedic
  • The competencies each position needs; a person counts only while every one is current
  • Sign on, on call or unavailable, one position per person, recorded on the dashboard
  • Oxygen duty minutes counted where the rule pack sets a limit

Places, caches and equipment by location

  • A location tree for each site: portals, declines, levels and drives, with refuge chambers, change-over stations, caches and fresh air bases where they really are
  • Refuge chambers, caches, first aid rooms, helipads, magazines and chemical stores each carry a QR tag, their own checks, defects and a status
  • Caches and change-over stations counted against their par of self-rescuers
  • Equipment by location, with its condition and its own test regimes: bench tests, services, calibrations, bump tests and more

Breathing apparatus, self-rescuers and gas

  • Closed-circuit and open-circuit sets with pre-use, after-use, bench test and service checks; a set awaiting its after-use test is not counted as ready
  • Self-rescuers by serial with their end-of-life date, issued to a person or held in a cache
  • Gas detector bump tests and calibrations; an overdue detector restricts the equipment lane

Exercises, TARPs and incidents

  • A TARP library in the site’s own words, with a test interval and a reminder when a test is due
  • Exercises with their timeline from the call to the stand-down, and findings tracked as actions to closure
  • Incidents with the fresh air base and control log, gas readings and the resources sent; readiness is held until replenishment is recorded
  • Medical responses kept as times and counts only, never patient details
  • The mine readiness pack, printed or as CSV files with a SHA-256 manifest

Explosives and chemicals registers

  • An explosives ledger for each magazine with the balance after each entry, stocktakes with variances, blast records, misfires and security events with the notifications made
  • Magazine inspections reminded at the rule pack’s interval, for example monthly in Western Australia and at least every 3 months in Queensland
  • A hazardous chemicals register with safety data sheets, and site totals against the placard and manifest quantities the site enters
  • Records only: Escudo Ready never authorises explosives handling and never decides that a store or a quantity complies

Mine medical and permits

  • Surface and underground ambulance checks, the monitor defibrillator daily test, medicine kits by seal number and earliest expiry, and cold chain logs
  • Safety notices matched to units in the register, with an extra daily test added to the vehicle until each unit is actioned
  • Medicines permits, mutual aid and mines rescue agreements and the emergency plan, with expiry and review dates

132 starter checks

  • Breathing apparatus and self-rescuers, gas detection, refuges, caches, stations and escape, rescue vehicles, extrication, rope and confined space
  • Fire and suppression, explosives and chemical records, exercises, callouts and replenishment
  • Mine ambulances, medical equipment, medicine kits and cold chain, first aid places, exposure kits and medical response
  • Mining plant pre-starts, surface and underground, with brake and exhaust tests; a fire suppression fault restricts the machine
  • Limits are never set for you: your site enters its own

Works without signal

  • Checks completed underground or in the pit, synced when the crew returns
  • Photos held on the phone and sent later, with no duplicates and nothing lost

Vehicles, lights and defects

  • Emergency warning lights and every siren tone, checked on every template, with a photo of the lights running
  • Site beacons checked alongside, and beacons and horn on underground vehicles
  • A failed item restricts the vehicle or place, or takes it out of service, automatically
  • Work orders to site maintenance, servicing by engine hours, kilometres or date, and handover between rosters

Plant quarantine and fires

  • A machine quarantined after a hot tyre, a tyre or brake fire, a lightning strike or contact with power goes out of service, even over a manual status
  • Each quarantine records its reason, exclusion and minimum time; the plant page shows machines past it, and officers and above clear it
  • Fires on mobile plant recorded with what happened, and counted over the last 12 months
  • Quarantine a machine from the crew app at the machine, with no signal

Inspections and notices

  • Regulator visits recorded with the regulator, the inspector, the purpose, notes and their report
  • The notices they issue, each with its due date, what the site did, the evidence and actions to closure
  • How long each kind of record is kept, from the rule pack of each site

For the responders

  • A responder site pack to print: readiness now, rendezvous, landing sites and assembly areas, refuge chambers and change-over stations, self-rescuer caches, fresh air bases, first aid, hydrants and inertisation points, magazines and chemical stores
  • The same site pack saved on the phone in the crew app, so it opens underground with no signal
  • A mines rescue service view across the sites in the organisation: teams, and the members holding a current mine competency
  • A snapshot of the records at the time printed on it, never a substitute for the site’s emergency plan

The crew app’s mine hub

  • Sign on and off against a position, so the board counts who is really there
  • Start an incident and keep the fresh air base and control log as it happens
  • Use, issue, return and reseal equipment by location
  • Make an explosives ledger entry, and quarantine a machine
  • Everything works offline and sends when signal returns, with nothing sent twice

Every item decides what a failure does to the vehicle or place, and the readiness board follows.
